AN EAST End Conservative has been told he will not be charged after police arrested him over a row when he was accused of not paying for a £150 bottle of champagne at a hotel during the Tory party conference.

Philip Whittington, 27, who is Conservative activist in Tower Hamlets, was arrested at the Midland Hotel in Manchester and held overnight by police.aHamlets Hamlets
