THE Education Secretary praised East End schools this week as he demanded improvements to failing primaries.

Following this week's SATS results, Ed Balls has written to 12 local authorities who have a high number of under-performing primaries, demanding that they write action plans for their schools by the end of January.

And he refuted claims that schools in "challenging circumstances" were being stigmatised.

He insisted Tower Hamlets was managing to keep its schools above the minimum target which was an example to other deprived areas.

He said: "It is no longer an excuse for local authorities to say 'most of our primaries are doing really well, but you would expect such and such primary, because of its challenging area, not to be doing well'.
