Developers Derwent London have been given planning permission for the 417-room tower and separate office block at 60 Commercial Road, near Aldgate East.
The student block, which will include single and double studio rooms, will replace offices.
The area will take in 95,000 sq ft.
Sweeping views over the city will be available on the tower’s top floor sky lounge.
Architects Buckley Gray Yeoman have designed the scheme.
