Residents living on East End estates have written an open letter to the council's housing chief, demanding to know whether promises made ahead of the estates transfer to a housing association will be kept.

They want Mark Francis to clarify whether promise to invest �20million on regenerating the estates, made during consultation over the transfer of the estates from Tower Hamlets Council to East End Homes, were realistic.

In its letter the East End Homes Lease and Freeholders Association expresses concern that East End Homes is relying on the sale of flats on the free market to fund the work to bring homes up to the government's decent homes standard. Residents say they were told by the council that it would be relying on the borrowing powers of housing associations to fund the planned work rather than cross-subsidies from market developments.
